Larry Casto

Focusing on government relations, regulatory matters and economic development and incentive programs, Larry works on a variety of development projects. Before joining 42, Larry served as the Chief Lobbyist for the City of Dallas for twenty-five years. He developed the strategy, managed the team, and drafted the language for more than 100 pieces of legislation that became law. Among these was the legislation that allowed for the financing and construction of the Omni Hotel and the American Airlines Center.

In 2016, the City of Dallas Mayor and Council appointed Larry to serve as the City Attorney. In this role, Larry was instrumental in addressing the Dallas Police and Fire Pension Fund financial crisis and negotiating the settlement of a 25-year-old, multi-billion dollar lawsuit against the City.

Larry enjoys spending time with his wife, Amy and his four children, Cy, Kel, Charlotte and Ava. Whether he is bike riding on the Trinity Trails, complaining as his wife drags him along on a run, or being soundly beaten by his daughters in a game of Clue, Larry’s favorite activity is family time.
